All four affiliates currently offer employment through the government contract division (GCD), which employs individuals with disabilities in a variety of Federal Government contract positions primarily through the federal AbilityOne (formerly Javits-Wagner-O’Day) Program. Individuals work in a variety of fields, including secure mail services management, food service to include military dining facilities, warehouse/shipping and receiving, grounds maintenance, and administrative services.
The GCD is a service that may not require funding or support from the Division of Vocational Rehabilitation to participate. In the event that third-party-sponsored rehabilitation supports would advance an individual’s adjustment/performance, the funding required to provide them can be pursued. Individuals with disabilities who submit the required documentation, regardless of residence or connection with a funding agency are eligible for consideration.
The AbilityOne (formerly Javits-Wagner-O’Day Program) Program mandates the Federal Government to contract with non-profit agencies (NPAs) that provide employment for people with disabilities. Oversight of the AbilityOne Program rests with the Committee for Purchase From People Who Are Blind or Severely Disabled (The Committee). Two national not-for-profit agencies, NISH nonprofit agency and National Industries for the Blind, assist the Committee in enforcing the requirements of the AbilityOne Program and serve as a broker between the Federal Government (federal contractors) and NPAs.
The AbilityOne Program is a critical component in the ServiceSource Network’s ability to fulfill its mission and provide valued employment for people with disabilities. Sixty (60) percent of our employees with disabilities work on AbilityOne contracts and AbilityOne contracts account for 69 percent of our overall revenue.
